MMSU launches QMS Manual, Quality Policy

Completing the arduous journey to ISO certification, MMSU launched its Quality Management System (QMS) Manual and Quality Polity this September 2, 2019 at the MMSU Covered Court.
Attended by MMSU Administrators, employees, and students, the activity also highlighted the recitation of the crafted Quality Policy of the University as its verdant mantra in pursuit to quality services in instruction, research, and extension.
“Our quest for ISO certification is part of our big dream to become a premier Philippine university by 2028,” MMSU President Shirley C. Agrupis said, emphasizing the immense desire of the administration to set forth and conform to international standard that shall be its added asset to become a globally competitive institution. MMSU is one of the only two state universities in the Philippines that received a grant for QMS by the Development Academy of the Philippines (DAP), pursued in coherence to Executive Order No. 605, s. 2017.
During the launching, MMSU President Shirley C. Agrupis thanked the QMS Core Team and the trainers from the DAP “for patiently, skillfully, and heartily crafting the contents of the manual and quality policy in accordance with ISO 9001:2015 standards”. Prior to the launching, series of consultation, trainings, and discussions were conducted to truthfully document the operations of the University in accordance to the clauses prescribed by ISO 9001: 2015 on Quality Management System.
The QMS Manual shall serve as the University’s compass for a better, and more efficient and effective system of delivering services to all its stakeholders. It contains the intricate operations of the various units and offices of the University, the risks and opportunities, and other pertinent documents to ensure customer satisfaction as the University tries to conform to international standards on Management Systems and uphold its virtues toward the fulfilment of its mandates, its mission, and vision.
Upon formal signing of the Version 0 of the QMS, the unveiling ceremony and recitation of the MMSU Quality Policy followed. The MMSU QP states that:
“We commit to optimize our mandated services in instruction, research, and extension by implementing our Quality Management System (QMS) that proactively empowers our stakeholders as we synergistically respond to our evolving needs and aspirations toward sustainable development and inclusive growth.
Thus, we shall continuously review and improve our QMS in accordance with legal, ethical, and other requirements.”
The University’s Faculty Association, Inc. (FAI), Association of Non-Teaching Staff and personnel (ANTAP), and the University Student Council (USC) through their respective presidents exclaimed their words of commitment, thereafter.
The launching of the manual and the collective recitation of the Quality Policy are integral parts of the QMS Implementation as indicated in the Phase II Plan to ISO Certification between MMSU and DAP. This shall mark the commencement of the documentation of its operations following prescribed formats in document management and process flows in satisfaction to the clauses of ISO 9001: 2015.
It can be recalled that DAP and MMSU forged a formal agreement last March 14, followed by series of trainings included in the Phase 1: QMS Documentation. This includes the Process Walkthrough and Orientation on ISO 9001:2015 QMS on April 10-12, Training Course on ISO 9001:2015 Quality Management System Requirements and Documentation last May 27-29, seminar on 5S Good Housekeeping and Process Documentation on July 1-5, Technical Guidance on the Enhancement of Operational Controls and QMS Implementation this July 22-25, and the Technical Guidance on QMS Implementation this August 14-16.
With these documents set in place, a premier MMSU is envisioned, living the seven principles of Quality Management—customer-focus, leadership, relationship management, evidence-based decision making, engagement of people, process approach, and commitment to continual improvement.
Cascading sessions were also conducted the same day to disseminate relevant information and process control to key personnel on document management and ensuring quality workplace.
