The MMSU and the Schools Division of Ilocos Norte signed the Memorandum of Agreement this July 22 at Florentino Camaquin Integrated School in Vintar, Ilocos Norte for the implementation of the Community-based Rehabilitation of the College.

Dubbed as CARE, BUILD, and REARCH (CBR), the project will be collaboratively implemented by the Extension Directorate and the College of Health Sciences –Physical Therapy Department in Florentino Camaquin Integrated School (FCIS) in Vintar, Ilocos Norte to help and provide assistance to children with disabilities (CWDs) enrolled at the FCIS-SpEd Program for better access to rehabilitation services. With the project, these CWDs are envisioned to attain optimal levels of health and functioning.

In the needs assessment and consultation conducted by the College last year, it was found that FCIS is home to 17 children with disability. Of this number, seven have cerebral palsy, some medically diagnosed, and some assumed to have cerebral palsy based on their clinical presentation. All of the seven are wheelchair-bound and have been going to the Stimulation and Therapeutic Center (STAC) in Laoag City. With the long distance and travel, difficult transportation, and other expenses the children and parents have to endure for their treatment sessions, the FCIS requested for partnership with the PT department to provide rehabilitation services to the children with disability in this distant community.

The MOA was signed in time with the 42nd National Disability Prevention and Rehabilitation (NDPR) week celebration celebrated from July 17-23. In support to this activity, Mr. Francis Chua of the CHS-PT also shared his expertise through his discussion of the rights and privileges of PWDs, what we can do for them and with them, and MMSU’s initiatives to help and assist the PWDs in the province as reflected in this year’s NDPR theme, Karapatan at Pribilehiyo ng May Kapansanan: Isakatuparan at Ipaglaban!

The FCIS catering to the CWDs in the school will be the second satellite station of the CBR program of the University. The first CBR clinic was stationed in San Nicolas located at the accessible Rural Health Unit of the town catering to all PWDs. Soon, another CBR clinic will be available for the City of Batac to support the PWDs and CWDs of the city.

The CBR Program is a strategy that reaches the PWDs in the rural communities for their needed help and assistance. It aims to create a more unified community to help PWDs maximize their potentials through the principles of inclusion, participation, empowerment, sustainability, and self-advocacy. #KSM/MRG
