Ilocos Norte Agriculture and Fisheries Extension Network (INAFES) strides through Consultation with Municipal and City Agriculturists

MMSU hosted the recent consultation meeting on the collaborative Ilocos Norte Agriculture and Fisheries Extension Model (INAFES) at the University Hostel last April 13, 2018. Said meeting was initiated by the Provincial Agriculturist, Ms. Norma B. Lagmay, of the Provincial Government of Ilocos Norte to deduce from the issues and challenges faced by municipalities in terms of their agricultural and fishery production through the Municipal and City Agriculturists. Collaborating agencies to include the Department of Agriculture-Agricultural Training Institute, DA-RFU 1, PVET, PHILRICE, and the Coalition for Agriculture Modernization in the Philippines (CAMP) were also present in said consultation in preparation for the project consultation and development workshop scheduled on April 19 and 20 in same venue.

Central to the development of the country is the development of its agricultural and fishing communities with extension serving as the core of community development through its technology demonstrations, training services, diffusion of information through tri-media, and advisory services.  With the approval of a collaborative Provincial Agriculture and Fisheries Extension System (CPAFES) under DA Secretary Emmanuel F. Piñol, the collaborative Provincial Agriculture and Fisheries Extension System (CPAFES) project commenced this year to five pilot provinces to include Eastern Samar, Samar, Northern Samar, and Agusan del Sur in consistence with Pres. Duterte’s priority areas, and Ilocos Norte as the tactical pilot province since the basic elements of a successful collaborative province-led extension model is essentially in place. The project showcases a model of strengthening research-extension-farmer-fisherfolk linkages by showing science-based knowledge and innovations from SUCs and DA attached agencies with farming and fishing families, rural communities, and agricultural enterprises that would help generate income for municipalities/cities and the province as well. The flagship interventions/components of the project include partnership building, location specific technology development and demonstrations, capacity strengthening, information and knowledge sharing, and community mobilization.

As a preliminary to the conduct of the CPAFES project, Dir. Roger Evangelista of DA-ATI Reg. 1 informed them of the state of municipal and city Agriculture and Fisheries Extension (AFE) in Ilocos Norte from the consolidated data from the reports sent to their office, the issues, challenges, and opportunities of AFE in the province presented by Engr. Ranison Narciso, the President of the League of Municipal and City Agriculturists of Ilocos Norte, and overview of the piloting of a collaborative Ilocos Norte Agriculture and Fisheries Extension System presented by Dr. Rex Navarro. The open forum moderated by the Provincial Agriculturist juiced the concerns of the agriculturists in their respective municipalities and updates on the agricultural and fishery status of their towns. With these inputs, it is expected that the case of Ilocos Norte as a strategic pilot province will be the basis in the implementation of CPAFES to other provinces in the country. (KSM)
